This in and of itself will not topple Harper. But the problem is that it adds yet another straw to the camel's back. People don't like Harper. They respect him or at least his intelligence and to a certain extent his ruthlessness. But that ruthlessness cuts both ways, witness last year's attempt to cut funding from the other parties and the coalition. People forgave him his prorogue then because it was akin to "Ok, you messed up, you nearly lost power, you learned your lesson." Here however, it was done to avoid possible scandal and it just reeks of political machination (as opposed to any other move made by a politician of any stripe). It's done damage. Not enough to get him turfed at this point and it will eventually recede but it's one of the many cuts on the way to death by a thousand cuts.

He's certainly cut America's throat and it lies bleeding and down in the dust which is exactly where the liberal elite likes to keep the people.
